Built as naval icebreaking survey vessels. The project 201 (conversion to minelayer) was created in 1939, then conversion of Murman was completed in 1940. Conversion of Okhotsk and Okean was conducted under the modified project: in particular, mine capacity was moderated: Okhotsk carried on deck 58 mines, Okean 62 on deck and 62 in hold, but minelaying from the hold was possible only in good weather. Okhotsk was re-commissioned as minelayer 6.6.1941, Okean 10.6.1942.
