Government approval for construction of the first three was given in 1998, and a contract was signed in 1997; the Russian yard delays were reportedly due to misappropriation of the $64-million advance payment by India. Indian designation is Project 17A. Delivery of the Talwar was delayed further because of hull cracking below the waterline, both on builder's trials and again during owner's sea trials. Problems with the Shtil missile system integration caused additional delays, though the first vessel was turned over to the Indian Navy in 2003. Plans to build three improved (Batch II) units were approved in 1999 and the order was placed with Russia in 2006. The Batch II units (F 45, F 46, and F 50) carry Brahmos PJ-10 antiship/land-attack missiles in place of the 3M-54E Club-N missiles and carry twin AK-630M 30mm CIWS systems but no Kashtan SAMS. Hull and propulsion system are similar to the 1960s-vintage project 11356, with forecastle extended further aft. Entirely new superstructure, shaped to reduce the radar return. The Indian Navy describes the design as having "partial stealth" capabilities.
In 2019 building of four more ships was announced. Two of them were built originally for Russian Black Sea Fleet but their building was suspended when Ukraine declared war to Russia (ships had to had Ukrainian engines). Indinan party reordered these ships for own navy. Ships will be completed in Russia, Ukrainian gas turbines will be delivered to Kaliningrad. Two more ships will be built in Goa with Russian assistance.
