Unique American special purpose built minelaying ship. On early design stages variant with 25kts speed was considered, but the preference has been returned to less fast but much more capacious variant.
Mine deck was been completely covered, six mine rails have been calculated for carrying 648 mines, 548 more mines were stored on lower decks. For their feeding upward two lifts were used. Settlement mine capacity was almost 1200, however with new mines their number fluctuated from 800 to 875.
Though the ship had no armour, damage tolerance was ensured on cruiser standards: the double bottom transferred to a double side, and in enhanced project on which it was supposed to build two more minelayers (future LSV Catskill and Ozark), the armour deck was provided.
Originally light AA armament had been presented by only 12.7mm MGs, but during completion MGs were been changed on 4 quadruple 28mm guns and 14 single 20mm Oerlikons.

30.4.1945 Terror was badly damaged by kamikaze at Okinawa.
