After commission of "Lake" class cutters development of big cutters suspended in some years, called by a financing direction to building of big class of moderate size cutters (so-called 165-ft class). Only in 1934 requirements have been prepared for the following series of big cutters according to which the speed raised to 20kts. Also seaplane was provided.
The original project represented all the same "Lake" which hull extended to 316ft. It has not received the further development, that during the same time Navy has prepared much more successful project of gunboat Erie, created on very close technical requirements. After including of necessary changes dictated by specificity of Coast Guard service, the "naval" project was transformed to "Treasury": most successful Coast Guard cutter of the Second World War period.
The project origin was predetermined by significant differences of new ships from remaining cutters. The hull was fulfilled not on cross-section, and on a longitudinal framing system. Traditional single-shaft turbo-electrical machinery was replaced by twin-shaft geared steam turbines. Thus hull was strengthened for icebreaking.
Originally it was planed to built ten ships of this class, but last three were re-ordered on cheaper Owasco design for financial reasons.
