Rover incorporated design modifications to remedy some of the deficiencies in the previous Volage and Active. She had a different metacentre and a false keel, to reduce rolling, a vertical stem, without a knee, to save weight forward, and a narrower convergence aft at the waterline. These design changes made her a steadier vessel, but she floated with an excessive trim aft, adversely affecting steering and sailing. Through a redistribution of weights later in her career, these faults were reduced and although slower than the previous pair in smooth water, she was faster in heavier seas. Construction and sub-division followed the same design as in the other two ships, the main difference being that she was zinc- instead of copper-sheathed. Her cross section amidships was not so square, and a false keel was fitted. The compound engine, with one HP and two LP cylinders, was fed from 10 boilers. The hoisting screw was 6.4m in diameter. Rover was full ship-rigged, with 1500m² sail area. She was not a good sailer, never logging more than 11kts, but this was only of secondary importance because of her greatly superior steaming power. The mounting of her guns was a reversal of the system in Active and Volage. The 178mm MLRs became the chase guns and the 64pdrs were truck-mounted on broadside.
