Two ordered in 1988 and two in 1989. Were delivered without armament or mine-countermeasures equipment in blue hull/white superstructure paint scheme and lettered "CPC Offshore" on sides for the China Petroleum Corporation, which had ostensibly ordered them as "multipurpose offshore vessels" intended to "support oil rigs, oceanographic research, firefighting, pollution control, and search and rescue." Not formally commissioned until March 1995. Planned order for up to eight more canceled due to a procurement scandal over spare parts for the first four, which have proven difficult to maintain. Wooden hull construction. Thales IBIS-V mine-countermeasures data system. Each can carry one Pinguin A1 search/classification and one Pinguin B3 mine localization and disposal ROV.
