Akebono was authorized under the 1953 Programme as one of three 'B type' escort vessels. She was built with geared turbines and her near-sisters, Ikazuchi and Inazuma with diesels. There were many differences between the two designs, the most noticeable being Akebono's twin funnels in contrast to the one funnnel of the near-sisters. All weapons and electronics were US produced.
